Can I restrict the members group so that they can't start a new discussion in a specific category, but they CAN comment on the discussions started there (by admins for example)?

    You can do this out of the box, however it's going to be a global role setting. The permissions within Vanilla aren't granular enough to a point where you can do it on a per-category basis unless someone has created an add-on to the contrary which makes it possible.

    So you're saying that its not possible to restrict members from only category, only from all of them? Unless ofc. there is an addon for it.
