CSS nightmare - Vanilla's dotted line?

I have been modifying the default vanilla.css styles to create a new style sheet, and am being haunted by this dotted line:

I have gone up and down this style sheet and do not see this border defined anywhere. It seems like it'd obviously be an element with a dotted border-top or border-bottom, but don't see it anywhere. Perhaps someone who's modified the default vanilla.css can tell me what's going on? Thanks!
