Server redirection process

I'd like to know how vanilla and / or the server redirects something like "http://mydomain.com/forum/?CommentID=1" to the actual discussion that contains the comment

which could be the reasons for my server not redirecting to the discussion, just "http://mydomain.com/forum/" ?
