Sink not working

I did an install of Vanilla 1.1.5a with no extensions. In testing, I found that "Sticky" is working properly but "Sink" is not working. The discussion is marked as Sink but the position in the list isn't changed. Any suggestions as to what I might be doing wrong?

    The position will not change. "Sinking" a discussion does not move it to the bottom, it prevents it from moving to the top when a new comment is added to it.
