Disable email sending on Role change

  Hmm. I don't think that's a core feature. You'll probably have to go into the code and comment it out. You can do it by commenting out line 190 of library/People/People.Class.UserManager.php.
  
  Change it from this:
  
  $e->Send();
  
  to this:
  
  // $e->Send();
