Can't access Application Settings

No matter how much I try, I try to go to Settings->Application Settings and it just goes right back to the discussions tab. Any Help?

    Me too! I have changed the permissions as well but it just wont work. I tried installing 2 and garden but had a problem that I think is same cause. I do have another forum on the same server ( different folders and databases) and it works fine.
