You would not want to remove it from the core since the avatars show all over the site. It is better to make these kind of changes in the offending plugin. Your way is less hackish than what I was think about doing..
I did downloaded the vanilla core 2.1.5 and uploaded the 25 files that are changed, go to yourforum.com/index.php?p=/utility/update that said the update was succesfull.. but when i check in my conf/config.php the version says 2.1.3???
Problem is you just modified a core file. When you update Vanilla the changes will disappear. Hence my suggestion to use JavaScript to cosmetically alter that piece of code, that is if at all it is still needed after you disabled it in config.php

@MarcusMaximus If you changed core files you should put these changes into a plugin and / or a custom theme. It will save much more time in the long run. But if you want a diff you can get the it from the first post. Just append .diff or .patch to the URL…
This has changed with recent core updates. Anyway, this plugin probably shouldn't be used anymore as user management has also changed a lot. Yes. The resend functionality uses core functionality to resend an invite. You can change the resend message using a translation or locale. The only limit is your server configuration. I suggest using an external SMTP mail account for better performance.
