UploadImage and resampling

Could we have UploadImage not resample the image if it's already the right size and file type? PHP's image manip is alright and all but it very noticeably degrades a photo's quality.

    Aw crap, just noticed the default ImageQuality=75. I guess that was a purposeful decision to make everyone's face grainy then? ;) I suppose I could just write an addon later to change that, nevermind.

    Many versions of IE have security holes around uploading images. We resample them so that any evil code embedded in the image is removed and therefore NOT executed by IE. As for quality, we should probably make that a configuration setting.
