Dismiss announced discussion = gone forever

Update: I'm told a major performance issue *does* exist with that patch (the "or" condition kills query speed to an unacceptable degree on large forums) so going to keep trying until an acceptable solution is found.

What file would I need to edit to just remove the "Dismiss" option?

You can disable it in conf/config.php by adding this:
$Configuration['Vanilla']['Discussions']['Dismiss'] = FALSE;
