Upgrade with UserID != 1

Is it possible for any administrator to be able to upgrade the forums?
I took over the forums some time ago and since moved them onto my own hosting etc, but if I'm reading the documentation I need to have UserID == 1 to actually upgrade them now, is this true?
Are there any workarounds?

    Vanilla 2 has always required that the primary administrator perform upgrades. UserID is NORMALLY == 1 based on the fact that the root administrator is the first user, but it can be other UserIDs if you'd added the 'admin = 1' flag to other users in GDN_User.

    Navigate to the page in your forum that updates your database (this will not work if you did not sign in as UserID = 1): www.yourforum.com/utility/structure
    In the upgrade guide is incorrect?
