Use local default avatar

A single avatar uploaded and set as the default by the administrator for all new members until they decide to upload their own. I couldn't find that option. Can someone tell me where it is located?

    I think you can do that via the Gravatar plugin...

    I was hoping to avoid gravatar and have something local. If gravatar link is down, I assume it will make things slow since it constantly tries to pull an image. I could be wrong. Just my preference.
