What standards is this standards-compliant forum software targeting?
W3C content standards, some sort of plug in standard....?
Or is it a way of describing the open architecture?

    I'm not really sure what you're asking or why you're asking it. The DOCTYPE is XHTML strict, though we've identified a few bugs in it. It's also a first-class semantic markup citizen.

    The literature keep saying that it is standards-compliant. e.g. "Vanilla Forums are open-source, standards-compliant, customizable discussion forums."

    Just wondering what your all are getting at with the standards-compliant part? Seems like someone thought it was important. Just wondering what standards they are talking about.

    I assume that refers to web standards, so yes the W3C & friends.
