How to make a discussion sticky?

I was trying to explore the options that a admin has for a given post but I couldn't see the sticky option. Previous posts in the forum suggest that the sticky option exists but those posts are too old (years old). Has the feature been dropped in vanilla 2?

The options I could see from my admin account are:
Edit, announce, sink, close, delete

Are there any more that I am missing and may be useful?

    'Announce' is the equivalent of 'Stick'.

    It is a bit counter-intuitive to many users too, since the term "announce" to mean "sticky" goes against common usage in other forums. I just can't get over to some admins that they don't use "announce" when they just want to make an announcement; that is just *not* what "announce" means.

    For a start, a sticky/announce does not go into the RSS feeds, so they wonder why an "announce" actually ends up in fewer places than a non-announced discussion.
