Actually I am looking for a 'content slider' / 'image rotator' type plugin which can be installed on a Vanilla forum to visually present the latest featured discussions including attached or inline images.

Something like

No, nothing like that is currently available. Probably would want to start with the FileUpload plugin & build a second plugin that builds on top of that.
