Moved forum files to root and now the site is not working

No links will resolve. Can somebody please help?

    Delete all the .ini files from the cache folder on the server.

    I tried this, without doing this, the index.php page won't resolve. After doing it, none of the links on the page, literally none, work.

    Update: I deleted my entire vanilla forum directory and uploaded my backup files and the site works fine. However, if I try to move them to the root, once again, every link is broken. It seems like there is something involved in moving to a new directory that breaks the links or the php. Lincoln, any further help you could provide would be greatly appreciated.
