missing /role/defaultroles link?

I'm starting to wonder if my punbb>vanilla install has not entirely worked.
I see lots of references in posts to checking out '/role/defaultroles'.
Well, the page is there when i add that to my URL - but I don't see any link in the dashboard to that page?? Is that normal?

I believe, in this case, that a link is only shown if it detects that a default role is not set. This may be an oversight.
