How to add a sentence below the comment ?

I made a forum using Vanilla Script. If a user added a comment to a discussion, how do I edit the forum to add a sentence below the comment which the user added ?

To add anything anywhere requires either a plugin or a custom theme.

If you need help with one of those you should
1. post a screenshot that could explain what you're striving to achieve and
2. you should tell us the vanilla version number you are using
