Are there error messages when you try to upload a profile picture? If so, can you copy and paste the error, or post a screenshot of that here? Do profile photos get uploaded properly, but don't show up in the web browser? What exactly is not working about the profile picture upload?

I suggest you have not given the write permission to you upload / upload/userpic folders.
In a more serious note I can browse your directories. I would add
Options -Indexesto your .htaccess file.grep is your friend.
