Moderator Role can't moderate discussions

Hello all, I'm having a hard time figuring out why a user in the Moderator Role is not able to approve discussions.
This person does receive the 'New discussion requires approval' email but upon login there is no pending message visible on the All Discussions page.
Should a moderator be able to approve pending discussions? Thank you so much for your help.

(Vanilla Version 2.0.18.8)

From what I recall, requiring approval for discussions is not in the core install. What plugin are you using to require approval?
