@Olivier_Asselin there are two files you have to upload to db. Have you tried step 4 already? It doesn't matter which file you start with and it would be interesting to see if there is something wrong with only one of the files or if there is a more severe error.

By the way: I've made some minor corrections concerning error messages and file size on Github: https://github.com/R-J/GeoIPData/blob/master/class.geoipdata.plugin.php but I'm waiting if we find the error here before I update the plugin in the addons section.
