If you want to disable Messages completely, disable the Conversations application through your dashboard.

I think he wants to be able to also use the spam flag on conversations, and also possibly to be able to block a specific user from sending any more messages to them.

No there is no current way to do this , but it is a feature that is quite necessary .

Maybe someone will create it for you in exchange for bit coins

The only thing you could do as an admin is create a role for people who spam the messages .

example:

create Role=PMSpammer

Then set permissions for that Role to not be able to Post.

Then give that user the Member PMSpammer role.

In theory, this would stop them from posting anywhere. Ideally it would be great to just block them from accessing the other person's profile.
