Adding child- sub categories

If im looking at
http://vanillaforums.org/docs/configuration-dashboardforumsettingscategories
Then it seems to be easy,
But when i following the steps to add a parent categorie, there is no option in my dashboard to set it as parent.

You create child categories by dragging and dropping right under the title "Organize Categories" in your second screenshot.
