Have you followed the steps described here?
One thing to look out for is that your app is public and not in "sandboxed" mode (see step 8)

I have done all that but I do not have the option "enable social sign in in my vanilla forum. that option is not there

Ask your host if they allow curl requests to the facebook API through php.
Maybe also try an internet browser newer than IE9.
