Create discussion in embedded comments automatically

We just upgraded from 2.0.18. In that version, the DiscussionController::Embed method created the discussion automatically if it didn't exist.
In 2.1, it no longer does that; rather it creates the discussion when a user creates a comment/post.
Is there a way, outside of hacking the core, to create the discussion upon initial embed like in 2.0.18?

I'm having the same problem. Has there been any progress on this?
As far as I know, there is no out of the box way to do this.
