Nested Catagorys and Display root categories as headings.

for some reason when I have
catA
----catB
--------catC
----catD
--------catE

catA does not show up on the main page instead catB shows up with catC inside
I would like to see something like
catA
-----catB
----------catC

so the user can understand what they are looking at for example

international
---------------USA
-------------------Arizona
----------------------------[some discussions]

can anyone suggest why this is not happening as i expect
