Site wide description tags are set via the standard dashboard banner page (http://forums.example.com/dashboard/settings/banner).
Descriptions are also set on any controller that bothers to set them. This is done on: Categories, Discussion, and Discussions. That covers almost all of the UGC areas.
Meta Keywords are not set automatically. It is neither easy to add keywords in a sensible way pragmatically, nor do most search engines use them as of 2009. [1] [2]
