IIRC, you can only do that if you have the 'Garden.Moderation.Manage' permission.
This seems like something you could easily test on your install with a normal member.

but isn't 'Garden.Moderation.Manage' (Moderation) permission too permissive for "normal members" ?
That is completely up to you, but I would probably say yes.
