really? I am quite rookie on understanding the server. But when i changed the title to english, it works fine. so it's like the chinese character can not be written to the server database?

It has to do with your server configuration not being able to understand/process the request.
What is your db collation?

here is how one person solved problem on an older version of vanilla with a server producing same error message.
Although I don't even know if rewrite urls false works for all things vanilla.
