I can't figure out how to edit reactions once they've been made by a user. I have permissions set to Edit and Manage, but can't see where to go to remove a reaction from a post.
Reactions are only removed by the user that made them (or by editing the db).
Click on the same action to remove the reaction on a specific ugc.

So, admins cannot remove another users Reaction?

There is no UI to do so.
You can remove the reaction via a DB edit. Deleting a user removes their negative reactions by default.
