How to solve Webpage has a redirect loop

I was trying to make a fresh install for my forum.. i wiped of all the files and reuploaded them fresh again...

was trying to go to the setup page and i am getting the "webpage has a redirect loop"

i have cleared cookies from my browser.. i have even wiped all my browser history since time..

and still it wont work.. any help

    try with vanilla 2.1.11 -
