Is it possible to only send mail when the thread is started and not when each user replies? Seems like right now its sending everything.

I believe this is a core feature called Advanced Notifications. Most plugins don't make a distinction between new comment/discussion. Advanced notifications do.
You can find it in your notification preferences section of your profile. Members don't have permission by default to use advanced notifications; if you want them to you will have to give their role the
Garden.AdvancedNotifications.Allowpermission.Search first
