Making a post sticky

I read a previous post that says to Announce to make a post sticky but I'm not sure it's working. Basically, I wanted to create a post with all of the forum rules.
Also, how do I get to the "main board" or whatever it's called in Vanilla?

You Announce the post. You can either announce it in the specific category (in which case it may show up on the recent discussions page but won't be stickied), or you can announce it in the category and recent discussions.
The default view of Vanilla is the recent discussions list. You can view it at http://forum.example.com/discussions.
If you are looking for a more traditional board layout you can use the categories list view: http://forum.example.com/categories.
Either way you can change the way the view looks (as well as the home page) in the dashboard under http://forum.example.com/dashboard/settings/homepage.

I don't see such option to make the very first message sticky - like in IPB forums. Only discussions can be announced.
Comments can't be announced.
There are themes that repeat the discussion body on every page, is that what you are looking for?
