I have a fresh v2.2 installation of Vanilla but I can't seem to apply the theme. It just shows default theme.

Are you able to change any configuration? This is generally caused by no write access to
/conf/config.php. It could also be a cache issue.I just tested it on a local install with 2.2 and it enables without an issue.
