Xenforo to Vanilla

I have a complete website backup of my old site that I'm looking to run again.
I have a new install of 2.2
Drop this script in your existing site and navigate to it in your web browser to export your existing forum data to the Vanilla 2 import format.
Can I do this without an install of xenforo i.e.: just from my database backup?

Yes, but you do need the database to actually be loaded in MySQL, not just a SQL dump.
