Under each post on this forum there are options such as Flag Quote, insightful, Awesome LOL etc
Is this a plugin or was it just created for this forum ?

Flag and Quote plugins are part of Vanilla open source and are available via the Dashboard.
Reactions on here are a proprietary plugin only available to hosted Vanilla forums.
For open source, this application, YAGA, is very popular:

I don't use it myself, but from reading on here, it is not quite finished testing for 2.2, but the latest version will work with it:

There have been no announcements that Reactions will be released open source. This is why I wrote Yaga; I have updated it to work on Vanilla 2.2.
