Blacklisted own ip

I have been completely locked out of my forum .I am the admin and I blacklisted all users except users starting with ip address 14.xx.xx.x (i.e everyone except my entire college is blacklisted).But then our ISP decided to change the IPs we had thus now I have become 21.xx.xx.x and thus I am not able to login .I can't fathom a way out of this. Help is deeply appreciated.
Please be as detailed as possible.

    You'll need to to login to the database directly, perhaps over phpMyAdmin.

    1. Delete that entry from the GDN_Banning table.
    2. Unban your accounts by setting Banned = 0 on those records in GDN_User.
