So - The forum is all set up and configured properly, but I am having trouble with user sign up. I have the outgoing email set to SMTP with everything filled in correctly. I don't know why - but emails are not sending to the user.
What could be causing this?

Most likely issue is that your SMTP settings aren't correct.
It's easier to test email sending issues with the password reset function.
I'd highly recommend checking the outgoing log on whatever SMTP client you are using to confirm it actually isn't sending. I can't tell you how many hundreds of times someone has told me email wasn't sending, but it was actually a receiving problem.
Found it it was a problem with my hosting company... Time for a switch!
