User visit not tracked in moderation/users

At least one user logs in the forum and posts comments on discussions, but the last visit field in Moderation/Users shows a date from ten days ago. Why is this user "invisible" for the system?

This tracks with a longstanding glitch I've witnessed more than once but have had trouble nailing down. I've filed an issue on the GitHub repo: https://github.com/vanilla/vanilla/issues/6476
