Category Custom Permissions Issue

When selecting "This category has custom permissions." I see no user roles listed. Not sure if I am missing something...

using: vanilla-core-2.0.17.10
browsers: chrome & firefox

    It's bug. It'll be there after you create it and go back to edit.
