How to have editor buttons like in this forum

I see that this forum has a very minimal set of buttons for text formatting, inserting an image and so on.
The tinyMCE plugins don't allow such a small set of buttons.
Is there a plugin I am missing?

If you find something you think looks cool on this site, try right clicking and inspecting the element. Often the name of the plugin or module will be used as a class or ID in the HTML used to markup the element. E.g. the buttons you asked about have a class called "ButtonBar".
