"Page not found" error message when trying to access admin panel

in Vanilla 2.0 - 2.8

Hi guys if anyone can help please do,i have been having a problem getting to my site admin page www.ugspeaks.com whenever try to access it i get a page not found error. i have searched for a solution but failed to get one so anyone who has managed to sort it out before please tell me how

    I believe you are looking for the dashboard. You can find it at /dashboard/settings.

    I tried that before but kept getting the error message
    ''Permission Problem

    You don't have permission to do that''.

    can you look in the GDN_Users table and try logging in with the user that is UserID 1?

    Use something like phpmyadmin to inspect the db.

    Using the login page at /dashboard/settings, try logging in as the user that has 1 for UserID in GDN_User.

    getting to www.ugspeaks.com/dashboard/settings i still get
    ''Permission Problem
    You don't have permission to do that.''

    So using UserID in GDN_User. is next to impossible for

    You aren't redirected to a sign in page?

    Try logging out first.

    Try disabling all the plugins from the config.php

    check your htaccess file that it has the correct settings.
