Proper way of linking to discussions from footer?

My idea is to put info like Legal Notice, Privacy Agreement, About Us and such in locked discussions instead of using static extra pages, and link to these from the footer.
What's the proper way of linking to discussions? Is it done with {link path="/PathToDiscussion"}?

I would just add that you can make easy to remember custom routes like
/legalthat point to your locked discussion.Search first

I am also investigating another idea using the original popup for Terms of Service, have a look here (so far it's not working as desired).
