Guest Plugin??

I am looking for guest plugin.
I found one similar plugin which is call anonymous and it works upside down.

It allows users to create new topic and not allowing to post comments.
Let me know if you are using anything similar to this.

    It is still upside down.
    I am checking computer it is again upside down.

    And i meant that anonymous plugin should allow users to comment not to create topics.
