There is a plugin named "Quotes" (version 1.6.9 attached), put it in the plugin folder.If you use BBCode: add the NBBC plugin to make Quotes works correctly
Is it the same as the one in the addons?

It's the same from VFORG addons, w/o any modifications, but for updates, I don't know if his author maintain it.

did you try it? if it does work report back. zip up your old quotes plugin and save it.

Just tried it. The Quote plugin shows up and activates, but when the Quote button is pressed nothing happens in the editor.
I replaced it with the file above (1.6.9) and it worked. Is there a download for 1.6.10 considering that's the latest working release for Vanilla 2.1?
