[bug?] Could not create new tag in tagging 1.8.12 after upgrading to vanilla 2.2

Hi,

I have just switched from Vanilla 2.1 to 2.2 and I notice the tagging does not work anymore when posting a new tag.
Tags already in the database works, but new tags wouldn't post. I type them in & then they vanish.

I have just tested with all other plugin disabled.

I have just reproduced the bug here:
Try adding a tag not already in the tag database, it vanish!

    Users need the Plugins.Tagging.Add permission to add tags.

    Check your roles and permissions.

    Yes! Exactly. For an unknown reason the permission was set in my test forum and not in the real forum. No I set it for all members and it works.
