Users not being able to dismiss "Message" even when allowed dismissing option

Hello, I have a little forum made with Vanilla forum. The problem is, I have set “Message” from dashboard > moderation > message. I have allowed dismissing ability as you can see here:
And this works, in my end as you can see.
It shows that cross in the corner. But take a look at this when a user sees it:
There is no cross icon in the corner.
So if anyone knows how to solve it and enable that dismiss / cross icon for everyone, please help me by guiding me. Thank you so much for your attention. Have a great day.

Not sure right now, but it might be that guests can't dismiss messages, but users can. Do you have a normal member account that you can test?

As I said: not sure, but you can test it quite easily...
Yes, only logged in users can dismiss messages as far as I can tell. I'm guessing the dismissal gets stored in the user table, so guests wouldn't have anywhere to store the message status.
