Hi, new here; a bit confused: i find a Dutch translation Dutch (Nederlands)_#6_stable.zip from 2011 and a newer vf-nl-locale-2018-11-19p1011.zip from 2018.
After copying to the locales folder, both unzipped (not together) are not visible in Dashboard settings >Technical >Language Settings.
I see only English. (Vanilla 2021.012) Multilingual plugin installed
Installing should be under Addons but are not here, only Language Settings (new)
What am I doing wrong?

Clear /cache
Thanks! Clearing the cache made the language visible in Language Settings, but I cannot enable it. No way to enable it!

I located another from the Add-on dir: Dutch Locale V1.4, installed it.
Icon broken, no way to enable it
The same with the German Locale, emptied cache every time.
That toogle in the right side (close to the word "Need") does nothing?

You need to be a folder level higher up

then upper right corner, green button, Code > Download Zip which will give you the whole locales folder
Then you need to pick out theone you want

Well, I can see the flag now with this vf_nl but still not possible to enable.
Emptied the cache, Multilingual enabled, verified administrator, 2021.012
Maybe a permission problem?

uninstalled by Installatron, installed again, Multilingual enabled, vf_nl installed : same problem: no way to enable.
Another observation: selecting another theme, choose Preview: no way to cancel, and when hitting Apply: Request failed with status code 405.
Are those problems connected?
