There is some new stuff but no much TBH. Using the released version will work perfectly for the most common forums.
For your quote problems you need to have the Advanced editor plugin enabled.
IPB also require an additional plugin (Unfortunately the plugin is not published but you can copy the 3 files and put them into a folder name "IPBFormatter" under the plugins folder of your installation) to be installed on your forum since it is mixing HTML with BBCode.
This will shed some light on your avatar path problem.
This will be resolved once you provide the path to your files. In your case:
Once you enable the 2 plugins and do the export with the
avatarpath variable set, all your problems should be resolved.

When you upload an avatar to vanilla it take the original image and do some transformation to it.
The resulting output are 2 images:
So when importing from phpbb you need to take all the images and prepend n and p to them.
You can use the mmv command like so:
mmv -c "sourceAvatarFolder/*.*" "uploads/phpbb/n#1.#2" mmv -c "sourceAvatarFolder/*.*" "uploads/phpbb/p#1.#2"
afterward you just need to check that the paths set in the database matches with the folder structure you have.
(This is always relative to the uploads folder)
The previous example with the mmv command assume that all images will be in a phpbb folder.
That means that you should have paths like this in the Photo columns:
