You get what you pay for in hosts.

Assuming you are running a small community site, I recommend JustHost (incredibly cheap, ssh access, and 'unlimited' bandwidth). If you are running any type of business community I would suggest MediaTemple (better pipes, great customer service, reasonable prices).
