at the top of the text file it says and I quote.....
/applications/dashboard/controllers/class.settingscontroller.php
I may not provide the completed solution you might desire, but I do try to provide honest suggestions to help you solve your issue.
There was so much mention of a ban list page and references to ban_list_paging that i thought there was a page dedicated to just that, i did see the reference to what you metioned above, but wanted to make sure.
I implemented the above fix a few different ways with no luck, any tips, using 2.0.18
